Rent stabilization ordinance passes by wide margin in Arundel

ARUNDEL — The proposed Mobile Home Rent Stabilization ordinance passed overwhelmingly on June 10 at the annual Arundel Town Meeting. Held at the Mildred L. Day School to accommodate a larger-than-usual crowd, the meeting drew approximately 175 attendees, who largely supported the measure to limit excessive rent hikes.

As the discussion opened, attendees voiced sharply divided opinions. Some residents opposed the ordinance, viewing it as unnecessary government interference in free commerce and the free market.

“Any disputes should be handled between the private homeowner and the property owner,” said Diane Robbins, adding that the town has no need to interfere. Resident Richard Ganong agreed, objecting to government meddling in “free commerce.” Robbins also questioned how the dispute process would work. Town officials clarified that the ordinance includes contingency plans and a mediation framework to address rental disagreements.

Conversely, strong support emerged from residents facing rising lot costs and out-of-state corporate ownership of local parks. Jane Minuitti cited a housing crisis and warned of out-of-state investment firms purchasing mobile home parks. Another supporter noted that park residents are working members of society, some living on fixed incomes, who help fill vital employment shortages at businesses currently facing staffing shortfalls.

“We are here to protect our neighbors, and if we don’t, some will end up living in a ditch,” Arundel resident Charles Watson told the crowd.

Following the debate, a vote was taken, and the rent stabilization measure passed by a wide margin.
